The program helps the province address its labor market needs by nominating individuals who have the skills, experience, and intent to live and work in the province.

Streams of NLPNP

  1. Skilled Worker Category

    • For individuals who have a guaranteed job offer from a Newfoundland and Labrador employer or are currently working in the province on a valid work permit.
  2. Express Entry Skilled Worker Category

    • For candidates who have a job offer from a Newfoundland and Labrador employer and are accepted into the federal Express Entry pool.
  3. International Graduate Category

    • For recent graduates of an eligible post-secondary institution in Canada who have a job or job offer from a Newfoundland and Labrador employer.
  4. International Entrepreneur Category

    • For experienced business owners or senior managers who intend to start a new business or purchase an existing business in Newfoundland and Labrador.
  5. International Graduate Entrepreneur Category

    • For international graduates of Memorial University or College of the North Atlantic who have started or purchased a business in Newfoundland and Labrador and have operated it for at least one year.

  • Job Offer: Full-time, indeterminate job offer from a Newfoundland and Labrador employer.
  • Work Permit: If currently working in the province, must have a valid work permit.
  • Skills and Experience: Relevant skills, training, and experience for the job.
  • Language Proficiency: Meet minimum language requirements (CLB 4).
  • Express Entry Profile: Accepted into the federal Express Entry pool.
  • Job Offer: Full-time, indeterminate job offer from a Newfoundland and Labrador employer.
  • Skills and Experience: Relevant skills, training, and experience for the job.
  • Language Proficiency: Meet federal Express Entry requirements
  • Education: Graduated from an eligible Canadian post-secondary institution within the last two years.
  • Job Offer: Full-time, indeterminate job offer in the field of study from a Newfoundland and Labrador employer.
  • Work Permit: Valid post-graduate work permit.
  • Language Proficiency: Meet minimum language requirements (CLB 4).

 

  • Business Experience: Minimum two years of experience as a business owner or senior manager.
  • Net Worth: Minimum net worth of CAD 600,000.
  • Investment: Minimum investment of CAD 200,000 in a new or existing business in Newfoundland and Labrador.
  • Business Plan: Detailed business plan.
  • Education: Graduated from Memorial University or College of the North Atlantic.
  • Business Operation: Owned and operated a business in Newfoundland and Labrador for at least one year.
  • Work Permit: Valid post-graduate work permit.
  • Language Proficiency: Meet minimum language requirements (CLB 7).

Application Process

  1. Submit Expression of Interest (EOI)

  2. Receive Invitation to Apply (ITA)

    • High-scoring candidates receive an ITA.
  3. Submit Full Application

    • Submit a complete application and required documents within 60 days of receiving the ITA.
  4. Application Assessment

    • NLPNP officials review the application.
    • Attend an interview or provide additional information if required.
  5. Receive Nomination

    • Successful applicants receive a provincial nomination.
  6. Apply for Permanent Residency

    • Use the provincial nomination to apply for permanent residency through Immigration, Refugees, and Citizenship Canada (IRCC).
