Allows Canadian employers to hire foreign nationals to fill temporary labor shortages. It is divided into two streams:

  • High-Wage Stream: For workers paid above the median wage.
  • Low-Wage Stream: For those paid below the median wage.

Canada’s Provincial Nominee Programs (PNPs) allow provinces and territories to nominate immigrants who wish to settle in a specific province and contribute to its economy. Each province or territory (except Quebec and Nunavut) has its own PNP, targeting specific needs like labor shortages, in-demand skills, or business investment. PNPs are often aligned with the Express Entry system or operate independently (base streams).
